Dozens of illegal laborers found at Panasonic factory: police

KUSATSU, Shiga
A group of Chinese students and former trainees have been caught working illegally at a Panasonic factory here, police said.

Police rounded up a total of 36 Chinese night-shift workers at a Panasonic Corp. factory in the Shiga Prefecture city of Kusatsu in November last year, on suspicion of illegal residence and unauthorized labor.

After a two-month undercover investigation jointly conducted with the Osaka Regional Immigration Bureau, Shiga Prefectural Police arrested 10 Chinese visa overstayers working at the factory, including a 29-year-old man who had been illegally staying in Japan over four years. The 10 were deported together with another 16 former trainees who admitted to overstaying during voluntary questioning.

Meanwhile, police questioned and issued a warning to the 10 Chinese students for working part-time without permission.

Investigators said that the deported members included those who had run away and gone missing after their visa expired. Many of them were in possession of a forged passport or alien registration card, which they bought in Japan for between 30,000 and 50,000 yen.

A Panasonic official said that the company cannot check the identity of the workers, as manufacturing operations and personnel management are outsourced by the company.

Most of the Chinese workers obtained the job at Panasonic factory via two of its subcontractors.

"We have been informed of other illegal laborers at a different production line of the factory," said an investigator. Police only investigated one production line at this time, where about a third of some 100 workers were found to be unauthorized laborers.
